The latest developer builds that Google Chrome has, also come with a full screen mode that can be accessed when you push the F11 button. The UI isn’t there though, as the full screen mode will only have the window and a scrollbar. If you want to insert a new URL, you need to take the browser out of full screen mode.

If you want to try it out, you will need to use the Google Chrome Channel Chooser and use the Dev channel. This way you can get the latest updates, even though experimental builds come with their own set of problems.
